Public Service Standard

“Transfer and recovery of students in organizations

education, implementing educational programs of technical

and professional, post-secondary education ”

  1. 1. . General Provisions
  2. 2. 1. State service “Transfer and rehabilitation of students in educational institutions implementing educational programs of technical and vocational, post-secondary education”
  3. (hereinafter referred to as the public service).
  4. 2. The standard of public services was developed by the Ministry of Education and Science of the Republic of Kazakhstan (hereinafter – the Ministry).
  5. 3. The state service is provided by organizations of technical and vocational, post-secondary education (hereinafter – the service provider).
  6. The acceptance of the application and the issuance of the result of the provision of public services are carried out through the office of the service provider.

  8. 4. Terms of public service:

  10. from the moment of delivery of the package of documents to the service provider – within one month, but no later than five days before the start of the next examination session of the host educational institution.
         In the case of the relocation of the parents or legal representatives of the minor student to another place of residence, it is allowed to be transferred not during the vacation period upon presentation of supporting documents.

  12. from the moment of delivery of the package of documents to the service provider – within two weeks from the date of its submission;
  13. to recover deducted during the semester for non-payment of tuition, in case of debt repayment:
  14. within four weeks after the day of deduction upon presentation of a document on repayment of arrears in payment, within three working days;      the maximum allowable waiting time for delivery of a package of documents by the service recipient is 15 minutes;
  15. the maximum allowable service time is 15 minutes.

  17. Form of provision of public services: paper.
  18. 6. The result of the provision of public services is an order to transfer or restore students to an educational institution of technical and vocational, post-secondary education.
  19. Form for the provision of public services: paper.     
  20. 7. The state service is provided free of charge to individuals (hereinafter – the service recipient).
  21. 8. The schedule of the service of the service provider from Monday to Saturday inclusive, with the exception of weekends and holidays, according to the labor legislation of the Republic of Kazakhstan, in accordance with the established schedule of the service of the service provider from 9.00 to 18.00 hours, with a break for lunch from 13.00 to 14.00 hours.
         
  22. 9. The list of documents required for the provision of public services for transferring from one specialty to another, from one form of training to another, from one language department to another, from tuition on a paid basis to training on an educational order in one educational organization when applying to the service recipient to the service provider:     
  23. The list of documents required for the provision of public services for transfer to another educational institution when the service recipient addresses the service provider:
  24. 1) application for transfer (in any form);
  25. 2) a copy of the student’s gradebook (or academic record), certified by the signature of the head of the educational organization, from where he is transferred.
  26. The list of documents required for the provision of public services for restoration when the service recipient addresses the service provider:     
  27. 1)
  28. application for restoration (in any form);
  29. 2) a certificate issued to persons who have not completed education in the form approved by order of the Minister of Education and Science of the Republic of Kazakhstan dated June 12, 2009 No. 289 “On approval of the forms of certificates issued to persons who have not completed education” (registered in the Register of State Registration of Normative Legal Acts No. 5717).

  36. Appeal of decisions, actions (inaction) of the Ministry, the service provider and (or) its officials regarding the provision of public services: a complaint is submitted in writing:
  37. addressed to the head of the service provider at the address specified in clause 12 of this standard of public service.
  38. Confirmation of the acceptance of the complaint is its registration (stamp, incoming number and date) in the office of the service provider indicating the name and initials of the person who accepted the complaint, the time and place of receiving a response to the complaint. The complaint of the service recipient regarding the provision of public services received by the service provider is subject to consideration within five working days from the date of its registration.
  39. In case of disagreement with the results of the provided public service, the service recipient may file a complaint with the authorized body for assessing and monitoring the quality of the provision of public services.
  40. The complaint of the service recipient received by the authorized body for assessing and monitoring the quality of the provision of public services shall be considered within fifteen business days from the date of its registration.
  41. 11. In case of disagreement with the results of the provided public service, the service recipient has the right to apply to the court in the manner prescribed by the legislation of the Republic of Kazakhstan.

  47. . The service recipient is able to obtain information on the procedure and status of the provision of public services in remote access mode through the help services of the service provider on the provision of public services, a single contact center on the provision of public services.
